The study bases its analysis on data developed from a mail survey of North Dakota country elevator operators and the historical grain movements from these elevators. The general objective of this analysis is to determine that there is economic place discrimination against wheat shippers located in various sections of North Dakota, Montana, South Dakota and Minnesota.
