With more than 36 years of experience in highway construction and maintenance related activities, Dave comes to Upper Great Plains Transportation Institute from the North Dakota Department of Transportation. Dave joins the UGPTI as the new LTAP Program Manager. For the past 20 years, his career focus has been to provide technical services to both DOT employees and local government agencies. In addition to his work with the DOT, Dave has also served on the legislative action committee and the constitution and bylaws committee for the North Dakota Public Employees Association (NDPEA). He was also a registered lobbyist for the NDPEA.

As an active member of his church, Dave served on the church council, the building committee, education committee, and missions committee at the Bismarck Community Church. In his spare time, Dave enjoys fishing, woodworking and spending time with his family.
