AbstractA regional traffic operations center (TOC) serves to coordinate and support transportation system operations by bringing together various jurisdictions to focus on a common goal of optimizing the performance of the system and maximizing its safety and level of service to the traveling public. A TOC is a focal point for sharing information related to traffic control, traffic management, traveler information, and traffic incident and emergency management. The concept of operations (ConOps) document outlines the scope of the TOC, the participating stakeholders, operational description, operational needs, and operational and support environment for both a hybrid and centralized approach for Fargo-Moorhead.
