Risk Management in Transit

Risk management is the process of dealing with the uncertainty of loss in all aspects of the organization. It is an integrated system involving analysis of activities and behaviors, establishment of safety and emergency procedures, and various financial, legal, and insurance issues. Activities are evaluated based on their benefits to the organization relative to the opportunity for human loss, financial loss, or loss of reputation. The evaluation involves a great deal of interaction with the various programs, property, personnel and legal departments of the organization.

Gary Hegland, Upper Great Plains Transportation Institute – NDSU
Gary Hegland, received both bachelors and masters degrees in economics from North Dakota State University. In 2002, he joined Small Urban & Rural Transit Center (SURTC) as Training Coordinator and has focused on developing training and coordinated plans for rural transit systems. Gary participates in training to enhance his skills and knowledge and conducts training to assist others in sharpening their skills. Gary is a certified PASS trainer and is certified by CTAA as a safety reviewer. He is on the Quality Assurance Committee of the new pool insurance program being developed by CTAA, Community Transportation Mutual Insurance Company. He serves on the Board of Directors for Handi-Wheels, a paratransit system in Fargo, ND. Walt Diangson of PAC Shores Insurance Company and Gary have been working on developing a good Risk Management course for all transit operators.
