As Tribal Liaison for the Upper Great Plains Transportation Institute, Joy will work with people on tribal reservations across the region, providing access to UGPTI resources and expertise for facilitating safe transportation and enhancing livability, while maintaining community and cultural values; through increased accessibility of employment opportunities, education, healthcare and housing.

Joy is an alumni of North Dakota State University with a B.S. in Education-Speech Communications. Joy has studies graphic arts at Berkshire Community College in Pittsfield, MA, and has a certificate in Grant Writing from Fond du Lac Community College in Cloquet, MN.

Joy was most recently a family support and child protection social worker with White Earth Indian Child Welfare. She previously worked as a licensing foster-care worker with the Upper Midwest American Indian Center in Minneapolis. While living in New York, Joy was lead teacher at Valley-Head Inc., teaching all aspect of History. Joy served as Director of the Native American Program at Concordia College in Moorhead. Joy currently serves on the White Earth Tribal And Community College Council of Trustees, hold the position of Secretary. Joy is founding member of the White Earth Grandmothers Council. Joy is also a delegate for the Minnesota Chippewa Tribe Constitution Reform Committee.
