Certification and Assurances (C & As)
A recipient's written statement, authorized by the organization's governing board or other authorizing official that the recipient has complied with the provisions of a contract (i.e., certifying that the organization complies with the provisions of 49 CFR Parts 40 and 655 for a transit contract).
