Person Who Is Non-Ambulatory
An individual who is unable to enter or exit a vehicle or building unassisted; a person who is unable to move around without assistance. Note: A person is not deemed non-ambulatory solely because he/she is deaf, blind, or prefers to use a mechanical aid.
