Tom has proudly served the U.S. Department of Transportation for 28 years, the last 20 years with the Federal Motor Carrier Safety Administration (FMCSA). He currently serves as the Associate Administrator of Research and Registration, where he provides executive leadership directing the Office of Analysis, Research and Technology, as well as the Office of Registration, which oversees all motor carrier applications and insurance filings. Tom previously served as Director, FMCSA Office of Safety Programs, where he managed $380 million in annual grant programs, the Commercial Driver's License (CDL) Division, which sets the nationwide testing and licensing standards for CDLs, and the North American Borders Divisions, which negotiates all medical standards and CDL reciprocity agreements with Canada and Mexico. Additionally, Tom has served as Director of FMCSA's Eastern Service Center, Chief of the FMCSA State Programs Division and the FMCSA Analysis Division, as well as Senior Policy Advisor to the Associate Administrator for Field Operations. Tom began his Federal career in 1992 with the Federal Highway Administration, serving in the FHWA Office of Policy Development and Office of Instructure. Tom holds Bachelor's and Master's Degrees in Applied Economics from the University of Maryland, College Park.
