Many rural communities rely on the LTL industry for freight movements in and out of the region. The level of LTL service in the mountain-plains region is unknown in a post regulated environment. This report examines the coordinated/regionalized transit systems in North Dakota. The purpose of this project is to provide state Motor Carrier Safety Assistance Program (MCSAP) personnel with a sufficient understanding of a performance-based system to begin implementing it in their state programs.
