Elvis began working with the Small Urban and Rural Transit Center (SURTC) of UGPTI in 2019. He previously was research scientist with NDSU's Department of Agribusiness and Applied Economics after earning his Ph.D. in Transportation and Logistics from NDSU in 2016. While working on his Ph.D. he was a graduate research assistant for SURTC at UGPTI. He has conducted research in several areas including livability, needs assessment, economic contribution and impact, cost-benefit analysis, and freight transportation.
