Innovative Financing Methods for Local Roads in the Midwest and Mountain-Plains States
This study summarizes traditional and innovative financing methods being used by counties within the eight states of Colorado, Iowa, Minnesota, Montana, North Dakota, South Dakota, Utah and Wyoming. In addition, the methods used to decrease costs are also addressed. The strengths and weaknesses of each innovative method are examined.
