The Competitiveness of Western Coal Shippers and the Impacts of the Clean Air Act Amendments
This study examines coal production and consumption trends nationwide, examines the provisions of the Clean Air Act Amendments of 1990 (CAAA90) that may affect western coal production, provides a model of rail coal rates including an assessment of the competitiveness of western coal shipments, and formulates a model of coal flows and their potential change with the CAAA90.
