Perceptions of the MCSAP: Motor Carrier Management and State Administrators

This project identified the perceptions of the Motor Carrier Safety Assistance Program (MCSAP) by those who administer the program and by those whom the program applies to. Questions were asked of these two groups concerning roadside inspections, safety/compliance reviews, objectiveness/fairness of inspectors, safety, funding, and Intelligent Transportation Systems for Commercial Vehicle Operations (ITS-CVO) concepts. Analyzing and comparing answers to these questions revealed suggestions for methods of gaining support for the MCSAP by client groups to increase its effectiveness and improve motor carrier safety.
