The Dakota's ITS-CVO Institutional Issues Study

The purpose of this project was to investigate institutional issues and barriers to implementing Intelligent Transportation Systems for Commercial Vehicle Operations (ITS-CVO) in North Dakota and South Dakota. The study team facilitated dialogue among users (motor carriers) and public agencies which administer, regulate, or enforce motor carrier operations. Outputs included recommendations for changes to procedures, rules, and regulations to enhance motor carrier operations. A review of states' regulations and administrative procedures was also included. A steering committee of representatives from state agencies and motor carriers in the two states provided insight on critical regulation and operational issues in the two states, and potential technological solutions.
