Theme 1 – Make DOTSC the recognized first choice for Transportation Management and Policy Analysis
This strategic theme is intended to create outstanding value for our customers/clients. The advantage/desirability of doing business with DOTSC makes the Center the first call when an agency or group needs a transportation issue researched.
Supporting Objectives/Initiatives:
- Develop a robust transportation research program of applied, policy and planning research with special emphasis on policy research for executive transportation managers.
- Develop a nationally recognized core competency in public agency balanced scorecard performance measurement and strategic management.
Theme 2 – Make DOTSC an exciting and inviting place to work and grow
This strategic theme creates a climate that supports and encourages organization change, flexibility, technical innovation, and professional growth of students, staff, and faculty. DOTSC is a compelling and sought after place to work, because of the challenging assignments and recognition for successful projects.
Supporting Objectives/Initiatives:
- Develop a student center for transportation engineering, researching, and designing of real projects and transportation issues.
- Develop a technical center which beta tests productivity enhancing IT engineering/scientific tools and other applications of emerging technology and science.
- Develop a technical training program for staff, faculty and students which keeps them at the leading edge of technology management in their field.
- Develop a personal growth program of travel, experiences, and professional enrichment.
Theme 3 – Make DOTSC a beneficial transportation investment
This strategic theme creates a climate where shareholders and customers recognize and support the maintenance and growth of DOTSC through adequate and stable fiscal resources.
DOTSC Products support and add extensive value to the transportation management research programs of the university system, state government, commercial transportation, and public transportation sectors of the economy.
Supporting Objectives/Initiatives:
- Develop a program which attracts out-of-state and probate investment in North Dakota research programs.
- Develop a technical training program for transportation design, construction, maintenance, planning, and research professionals.
Theme 4 – Make DOTSC 'The Model' of efficient and effective business management
This strategic theme establishes DOTSC's priorities for its internal business practices and procedures. The Business systems used to guide and control DOTSC's: tactical processes, operational processes, strategic direction, and strategic management; are recognized nationally as "World Class".

- Develop a transportation management/project development review program for maximizing transportation organizational efficiency and effectiveness.
