Mission
Provide engineering/technical/management analysis and support to transportation managers ensuring the safe and efficient movement of people and commerce.
Vision
Develop and maintain a nationally recognized technical resource center having the capability to quickly develop multi-disciplinary teams and other university assets providing timely analysis and recommendations to complex transportation management, engineering and technical transportation issues.
History
DOTSC was established in November 2000 when North Dakota State University (NDSU), through Upper Great Plains Transportation Institute (UGPTI), established a partnership with the North Dakota Department of Transportation (NDDOT). This partnership was created to add value to transportation management in the state of North Dakota through:
- Training students through real-world projects
- Encouraging engineering students to enter the transportation engineering field
- Providing a portal to the intellectual capital of NDSU
- Contribute intellectual and technical knowledge of NDDOT staff to student development
- Transportation organizational management projects such as employee retention, performance based management, strategic planning, and strategic business planning studies
- Interfacing potential information technology and engineering employees with Department of Transportation policies and practices prior to graduation
- Providing technical training specific for transportation procedures and practices
Program Scope
The program will initially focus on issues pertaining to North Dakota and the NDDOT. The scope of the program may expand to include regional issues that impact North Dakota and surrounding states after successful initiation of the program. This could involve a synergistic relationship with the Mountain-Plains Consortium (MPC), its member universities, and universities from states not represented in the MPC and other departments of transportation.

Future Program Initiatives
In the next six years DOTSC will expand into research and technology issues facing North Dakota and other transportation managers. Programs will be established to take advantage of emerging technology for productivity enhancements in engineering operations and management. Considerable effort will be extended to establish a robust technical training program for working transportation professionals and to support the higher level education programs for masters and doctoral level programs in transportation management. Accomplishing the preceding objectives will propel DOTSC towards its goal of becoming a nationally recognized technical resource center for complex transportation management and engineering issues.
