Also outlined in the presentation is the reasoning for having this new center, as well as its goals and focus areas. |
 | Strategic Highway Safety Plan - A Federal Perspective Steve Busek, Traffic Safety Engineer, FHWA Division Office, discusses North Dakota's Strategic Highway Safety Plan from a federal perspective. The presentation provides background information for the plan and lists way in which the FHWA is helping make the SHSP succeed in North Dakota. The presentation also outlines the focus areas of the FHWA, which include increasing pedestrian and intersection safety, reducing roadway departure crashes, and the increased use of safety belts. |
 | Toward Zero Deaths Bernie Arseneau, Director of the Office of Traffic, Security, and Operations, Minnesota DOT, discusses Minnesota's goal of having a zero fatality rate on its highways. The state of Minnesota Department of Transportation plans to focus on increasing seatbelt use and decreasing impaired driving, improving the design and operation of intersections. The department is also tackling the issues of lane departure and young and aggressive drivers and is working to increase awareness of driver safety. |
 | Strategic Highway Safety Plan: A Snapshot of Safety Keith Magnusson, Deputy Director of the North Dakota DOT for Driver and Vehicle Services, discusses what is being done in North Dakota in regard to Strategic Highway Safety Plan, the issues it addresses and the future direction of the plan. Some emphasis areas for the Strategic Highway Safety Plan include alcohol-impaired driving, use of safety belts, younger and older driver safety, aggressive driving, lane departure crashes, emergency medical capabilities, and intersection safety. Statistics are included to illustrate the size of North Dakota's highway safety concerns. |
 | Motor Carrier Safety: Research, Technology, and Direction Brenda Lantz, director of the UGPTI Transportation Safety Systems Center in Lakewood, CO, discusses the mission and activities of the Transportation Safety Systems Center and outlines some recent research and technology projects. Several of the projects involve software development for commercial vehicle and driver inspections and compliance reviews. Research projects include the identification of motor vehicle driver risk factors, the development and implementation of a driver safety history indicator, and better ways to identify driver risk factors. |
 | North Dakota Status: Transportation Security Gary Ness, executive director of the North Dakota Aeronautics Commission, outlines the commission's role in transportation security. The presentation includes an overview of the North Dakota Aviation Security Plan implemented after Sept. 11, 2001, and plans for airport crisis communication. Some airport safety issues are discussed including the use of technology in safety, wildlife fencing, runways, and construction project safety plans. Ness also provides some background on the commission. |

Also she outlines the three main U.S. initiatives to improve security including the Container Security Initiative, Operation Safe Commerce, and the Customs-Trade Partnership Against Terrorism. Spencer also offers statistics on how these programs will help keep freight transfer secure and safe. |
